Elizabeth was not the daughter of Dorothy Pettit Fugate, nor was she born in Albemarle County, VA. She was, in fact, the daughter of James 2 and his 2nd wife, Martha Pool/Poel. Elizabath and her sister, Mary, were born in Perquimans Precinct, NC. Her birth is recorded there in 1700. Mary's in 1698. Both birth records for these two girls name their parents as James Fugate and Martha Poel. James and Martha were married 10 August, 1694, in Henrico County, VA, but their marriage was recorded in Perquimans Precinct, NC in 1701. The marriage record clearly identifies him as James, the son of James and Em of auld England. That is how we know it truly was James 2. This marriage records is posted to James 2's document collection.
