p. 537 of l'Amplissima Collectio de Dom Martene (trans into English, orig. in Latin): In 864, Eberard, count of Cleves, and his wife Bertha, a noblewoman, offspring of Charles the Great, and their sons Count Luther and Berenger, bishop of Toul, created two congregations, in Wessel for the monks and in Nussia for the monks and the nuns.
Eugene Martin, quoting this in his 1900 book Histoire des diocèses de Toul, de Nancy & de Saint-Dié, casts doubt that Berenger was Bishop of Toul at this time but suggests, based on an ancient biography of Saint Luthard, Count of Cleves and another chronicle which calls him Berengere Tholetaine, that he was a bishop of Tholey. He also mentions the "chaos of the chronology of the Counts of Cleves in the 9th and 10th centuries."
