Penelope Higgins was born at Washington Parish in Westmoreland County, Viriginia in 1685 to John Higgins and his first wife. Penelope married William Manley and had 3 children. She died after 1750 at Hamilton Parish, Prince William County, Virginia.
William Manley was the son of John and Restituta (Whetstone) Manley. He was born circa 1686 in Virginia, and died testate before 28 Nov 1716, Washington Parish, Westmoreland County, Virginia, when his estate was probated. On June 9, 1709, William Manley was granted 216 acres south of John Hallows, north of John Chilton, and east of William Smoot. Manley's will dated May 30, 1716 was proved in Westmoreland County on November 26, 1716.
Penelope married second in 1716 Francis Spencer (who died in 1720) and third before March 1725 Andrew Russell (who died testate in 1727), and fourth Richard Osborne.
