The only things I know about this name is it was the surname of both of my great-grandmothers on my father's side. One was called Dora Harkavy and she married Phlip Diamond, probably in Grodno. Her sister (unknown first name) married Shmuel Beltser and they lived in Shlisselburg, Russia.
The name is a Hebrew name, first used in the 13th century, as the Russian Zar chief librarian in St. Petersburg was a Jew. In a book issued a few years ago they claim that it meant the implementation of religious belief in day-to-day life.
